Nothing should have surprised the voters who took part in Match Day 4 of the 2013 International Saimoe League postseason. Mashiro Shiina, long regarded as the class of the Nova Division, took home the Sapphire Circlet, while defending ISML Champion Kanade Tachibana earned the Diamond Circlet as the champion of the Stella Division.

Shiina handlily won every region with the exception of Russia to slam Rikka Takanashi, 4886-3379. It was a much closer race in the Stella Division, with Tachibana edging Gokou in a 4268-4252 thriller. Tachibana won Canada, Western Europe, Africa, the Middle East, Taiwan, all of Southeast Asia, Australia and New Zealand. Gokou's strongest efforts came in Russia, China, Korea and Japan.

"It just keeps getting better and better, doesn't it?" Shiina told her supporters earlier today at Suimei Academy of the Arts. "My goal now is to make it to the Tiara final and win it all. I want to clip Tenshi's wings. That is my burning desire, and I want to share it all with you. Tenshi...you are MINE!"

"I can sense that there might be a changing of the guard," Tachibana said at her rally at Tokyo Big Sight. "However, I will not go down without a fight. If Mashiro wants to face me, so be it. But I will defend my Tiara with my life. I will even die defending it, if I have to.

"Come after me, Mashiro Shiina. I dare you to."

While the action is heating up ahead of the league finals, there were some other exhibitions going on in the meantime, and some of the big winners may be on their way to building steam in the Nova Division next season. Kotori Itsuka won her group exhibition, pounding Ayuko Uehara 5613-1188. Leviathan was last with 958 votes. Chiwa Harusaki was also a big winner, defeated Miyuki Koshiki 3700-1955. Kona Furugoori was third with 1765 votes.

Tamako Kitashirawa, the pride of Usagiyama, rolled to a 4681-1779 drilling of Reinforce Zweit. Makoto Kenzaki was third with 768 votes. The face of Shingeki no Kyojin, Mikasa Ackerman, shot down Airi Ban, 5378-1683 in her exhibition. Nanako Saeki was third with 651 votes. The Black Rabbit also was a big winner, hopping to a 4803-1561 whipping of Haruka Minami. Charles Yoshino was third with 1326 votes.

In the sixth group exhibition, Yoshino cruised past Sasha Blouse, 5224-2223, with Muromi-san coming in third with 734 votes. Masuzu Natsukawa crushed Rei Kuroki in her group exhibition, 3865-1962, with Aoi Yukimura earning 1358 votes. Finally, Azusa Azuki leveled Manami Tamura 5512-1570, with Yukari Yukino holding up the rear with 1004 votes.

ISML 2013: Division Finals all set

Match Day 3 of the 2013 International Saimoe League postseason took place on September 12, 2013. The Division Finals have now been set: in the Nova Division, Mashiro Shiina will take on Rikka Takanashi, while in the Stella Division, Ruri Gokou will take on defending champion Kanade Tachibana.

Shiina defeated Asuna Yuuki 5943-5224. Now there has been a backlash against Sakurasou for its use of Korean food in the show, and that caused Mashiro to not be as popular in Japan. True to 2channel's personal vendetta with Sakurasou, Yuuki won the vote in Japan and Korea. However, the world went a different route, and Shiina won every other region handily.

Takanashi is appreciated in both 2channel and ISML, however, and she edged Kuroyukihime 5720-5565 to advance to the Nova Final. Ironically, she also failed to win the vote in Japan, which went to Hime, who also earned a solid result in the Middle East. Big victories in Europe, Russia, Africa, Thailand, Australia, New Zealand, Latin America and the United States were more than enough to see Takanashi through.

The other two races were emphatic beatdowns in the Stella Division. Gokou thumped Eucliwood Hellscythe 7133-4666. Kuroneko won every region except for the Philippines, Taiwan, Vietnam, Indonesia, Singapore and Malaysia. Tachibana earned her revenge over Mikoto Misaka in the form of a 7030-5107 win. Tenshi, as she is known, earned big victories in North American, Europe, China, the Middle East, Japan, Korea, Indonesia, Vietnam, Thailand, Australia and New Zealand. The Railgun's biggest victory? Latin America.

Six other exhibitions took place. Rika Shiguma took it to Saki Miyanaga in 2channel and is still alive in that tournament as of right now. Shiguma demolished Himawari Shinomiya 6111-2493. Heroine was third with 1803 votes. Leticia Draculair won her group exhibition over Ai Fuyuumi, 4448-3987. Leila Malkal was third with 2081 votes. Despite being eliminated by Noumi Kudryvaka in 2channel, Kana Minami's resonance is still prevalent in her 4323-3834 victory over Haruka Kotoura. Hamaji was third with 1537 votes.

Tsukiko Tsutsukakushi has yet to take part in 2channel and will do so in a few hours. She warmed herself up with a decisive 7646-2216 rout of Suzuha Amane. Amy was third with 1374 votes. Look for Tsukiko to be a lock to qualify in next year's ISML. Frenda Seivelun is not exactly what you would expect in someone worthy of flying the Index flag in ISML, but after her 6367-2618 demolition of Saki Rukino, fans will start to wonder. Yuuko Uchida was third with 1427 votes. Finally, be on the lookout next season for a certain yui Yuigahama, who defeated Ika-Musume, a perennial prelimary doormat, 5274-4172. Kotoha was third with 1241 votes.

The heavyweights of the International Saimoe League Nova and Stella Divisions were through to the semifinals of the Division Finals. In the Nova Division, Mashiro Shiina defeated Inori Yuzuriha 5519-3609, Rikka Takanashi pummeled Sena Kashiwazaki 5481-3885, Kuroyukihime flew past Nanami Aoyama 5175-4037 and Asuna Yuuki won the closest match of the night: a 4785-4754 thriller over Kobato Hasegawa.

In the Stella Division, Ruri Gokou ran past Ayase Aragaki 5666-3503, defending champion Kanade Tachibana sliced and diced Kirino Kousaka 6543-3038, Mikoto Misaka electrocuted Azusa Nakano 5340-4232 and Eucliwood Hellscythe silenced Taiga Aisaka 5208-4423.

Wrapping up action for Match Day 2 of the ISML Postseason, Maki Nishikino won the first of two group exhibitions with 3706 votes. Kagami Yagami was second with 2584 votes and Yuugiri was last with 1482 votes. Emi Yusa won the second of the two group exhibitions easily with 5260 votes. Saori Makishima was second with 2988 votes and Kei Kugimiya was last with 685 votes.

The first match day of the 2013 International Saimoe League postseason was a straightforward one, with only two upsets to show for it, both in the Stella Division.

Tokyo 2020

(CNN) -- Tokyo has been chosen by the International Olympic Committee to host the 2020 Summer Games.

In voting Saturday in Buenos Aires, the committee picked Tokyo over the two other contenders, Madrid and Istanbul.

The announcement came at 5:20 a.m. Tokyo time, but a large crowd watching on an outdoor video screen burst into cheers.

Tokyo previously hosted the Summer Games in 1964.

Japan's bid for 2020 billed the city as the safe choice -- despite radiation leaking from the Fukushima nuclear plant. Prime Minister Shinzo Abe personally made a presentation to the committee and promised an effective cleanup.

"I am so happy, I am overjoyed," Abe told reporters at the post-announcement press conference.

"I would like to share this joy with the people back home. We've received so much support from the people of the IOC and I would also like to express my support to them. And to the people around the world.

"A safe and secure Olympic Games will be staged by us -- I think that was another hope for their support. I would like to pledge that we will be discharging this responsibility."

Abe said Tokyo would try to stage a successful Games to thank the world for its support after the 2011 earthquake and tsunami that devastated parts of Japan.

"Sport has the power to unite people," he said. "We experienced that after the earthquake and tsunami in 2011, when athletes came to our country and helped us. Japan needs the power of sport, we need hopes and dreams."

Abe said Tokyo's 1964 Olympics had left a strong impression on him as a child.

"I was only 10 years old but a lot of kids like me were fascinated. Like many children I dreamed of winning a medal. It was a celebration giving hopes and dreams," he said. "The joy (of winning the 2020 vote) was even greater than when I won my own election."

Tokyo's bid came in at $5 billion to $6 billion, compared to $19 billion pledged by Istanbul, said Ed Hula, editor and founder ofaroundtherings.com, which covers the business and politics of the Olympic movement.

But Tokyo's government has already amassed a $4.9 billion Olympic fund to pay to prepare for the Games, Hula said. And a $1 billion national stadium that will be used for the athletic events and the Opening Ceremonies will already have been built for the rugby World Cup in 2017 and is not considered an Olympic expense.

Turkey would have been the first Muslim country to host the Games, and with a median age of less than 30 years, one of the youngest. However, it missed out for the fifth time.

Istanbul would have been "a more emotional choice," Hula said. But its huge bid would have been needed to fund infrastructure improvements, including modernization of its transportation system.

Turkey's border with Syria also might have troubled some committee members, he said.

And this summer, the image of Turkish sport took a hit when about three dozen athletes tested positive for drugs, he said.

June's rioting in Istanbul's Taksim Square may also have tainted the city's hopes, though Turkish Prime Minister Recep Erdogan tried to persuade IOC members ahead of Saturday's vote.

"We live at a time when our region and the world crave for peace," Erdogan said as part of Istanbul's final presentation.

"And at this critical moment, we would like to send a strong message of peace to the whole world from Istanbul, the city of friendship and brotherhood."

Tokyo led after a first round of voting Saturday but fell short of a majority, with 42. Istanbul and Madrid tied for second on 26 votes each, and a 49-45 tiebreaker vote put the Turkish city in the final runoff with Tokyo.

Tokyo won the deciding vote, 60 to Istanbul's 36, according to an IOC tweet.

Madrid, like Tokyo, was a repeat bidder -- making its third consecutive case for the Games, one that was little changed from previous attempts, Hula said.

The Spaniards' $2 billion bid said they had little need for new infrastructure, he said. And they have ample sports experience, having hosted a number of other high-profile, international events.

But the country's economic plight remained a drawback, with one out of four adults unemployed. Though Prime Minister Mariano Rajoy insisted that rate is improving, "the fact is that most reasonable, sensible economists think unemployment is going to linger at a high level for years to come," Hula said.

And Spain's athletes, too, have had issues with doping accusations. In a case that occurred several years ago, blood bags from athletes who had tested positive were destroyed, Hula said. "It's been a long-running situation."

Spain's Prince Philip, a former Olympic sailor, was a lead figure in Spain's presentation.

"Some people around the world have questioned hosting the Games in a time of economic uncertainty," he told the IOC members Saturday ahead of the voting.

"But I don't see this as a threat to the Olympics, I see it as an opportunity. The benefits of sport are measured in generations, not in dollars."

On Sunday, the three sports competing to be added to the 2020 roster will know their fate.

Squash is hoping to be included for the first time, but is up against a combined baseball/softball bid and wrestling -- which is seeking to be reinstated.

The 125th IOC Session will be the last for its president Jacques Rogge, who is standing down after 12 years in the role. The 71-year-old's successor will be elected Tuesday.

The 2016 Summer Olympics will be in Brazil. The Winter Olympics will be held in Russia in 2014 and South Korea in 2018.
