The whole phrase could be construed as "Toki [clan] shall now rule the realm under the sky".
If we speaking about Toki's prediction to win the seat for the Moe Prime Minister of Japan, I've used this extract from this poem with the same romanization but different in Kanji Usage: 怜は今 天が下治る 皐月かな.
It means, Toki (perhaps Toki Onjouji) shall now rule the realm under the sky (Japan). If my prediction is true, it will happen.

Yep. And it seems like this going to go to the representative from Osaka City. I love their food, I love their attitude, and I love the Toki.
